Twelve departments: Improve the layout of main transportation corridors such as “Northern Coal to the South” and “Western Coal to the East” in major coal production areas including Shanxi, Shaanxi, Inner Mongolia, and Xinjiang

The Ministry of Transport and eleven other departments have jointly issued the "Action Plan for Promoting High-Quality Development of Multimodal Transport and Optimizing Transportation Structure Adjustment (2026—2030)." The plan points out the following: advancing clean transportation development in the Beijing-Tianjin-Hebei region and surrounding areas, as well as in the main coal-producing regions of Shanxi, Shaanxi, Inner Mongolia, and Xinjiang. Accelerate the construction and use of port-dedicated railways, railway branch lines, enclosed conveyor corridors, and the application of new energy freight vehicles in the Beijing-Tianjin-Hebei region and its surroundings. Improve the backbone transport corridors in the main coal-producing regions of Shanxi, Shaanxi, Inner Mongolia, and Xinjiang, such as the "Northern Coal South Transport" and "Western Coal East Transport" routes. Advance capacity expansion and upgrades on key bottleneck sections, including Xinjiang coal outbound and Shaanxi coal southbound or eastbound transport, to optimize freight railway collection and distribution systems. Strengthen the synergy between railways and major coal ports to improve connectivity. In principle, all new, expanded, or renovated projects in key industries such as thermal power, steel, coal, coking, aluminum smelting, and cement should adopt clean transportation.
