Spain approves DORA: Aena plans to invest €13 billion over five years to upgrade the national airport network

(1) The Spanish government has officially approved the “Airport Regulation Document” (DORA), authorizing airport management company Aena to invest approximately 13 billion euros in the national airport network over the next five years. (2) Of this, around 10 billion euros will be regulated investments directly related to aviation activities, while the remaining 3 billion euros will be allocated to non-regulated commercial activities. (3) In terms of funding allocation, Madrid-Barajas Airport will receive about 4.4 billion euros for terminal expansion, improved multimodal transport connections, and other infrastructure; Barcelona-El Prat Airport is expected to receive around 1.7 billion euros. (4) This large-scale investment aims to advance the modernization of airport infrastructure and services to meet the expected growth in future air passenger traffic. (5) Tourism is an important pillar of the Spanish economy, accounting for 5.9% of the country’s GDP and creating around 600,000 jobs, with approximately 80% of tourists arriving by air. (6) Once implemented, this plan will further strengthen Spain’s infrastructure capacity and connectivity as a leading global tourist destination.
