Production at Russia’s Arctic LNG-2 Surges to Record High, Shadow Fleet Quietly Doubles in Size

⑴ Under intense sanctions pressure, Russia's Arctic LNG 2 project has recently seen a surge in production against the odds. In both July and August, daily natural gas output exceeded 27 million cubic meters, nearly doubling year-on-year and reflecting that its export bottlenecks are gradually being overcome. ⑵ The key driver behind this release in capacity is the rapid expansion of the shadow fleet. The number of vessels associated with the project has risen from about 11 at the end of last year to at least 20 currently. Most have opaque ownership structures and support monthly export volumes—by circumventing transportation restrictions—exceeding 500,000 tons for two consecutive months, setting historical records. ⑶ According to the project's official website, this monthly export volume is equivalent to approximately 700 million cubic meters of natural gas. This suggests a high degree of matching between upstream gas extraction and downstream liquefaction, and plans for increased output—which had previously been postponed beyond 2030 due to Western sanctions—are now back on the fast track. ⑷ However, the risks of sanctions evasion posed by the covert fleet operations and questions over long-term operational sustainability still loom large.
