Behind Jackson Hole: European Central Bank Officials Worry US-EU Relations May Further Deteriorate

Several sources familiar with the discussions revealed that after the conclusion of the annual Jackson Hole meeting, European Central Bank officials remain deeply concerned about whether the long-standing tradition of cooperation between the US and Europe can be maintained. European officials are particularly dissatisfied with recent US Treasury interventions aimed at supporting the yen exchange rate and reducing long-term borrowing costs. During the yen intervention on August 1, the US Treasury sold euros and bought yen, but did not inform European counterparts of this operation in advance as is customary. One source commented, “It’s really annoying... you usually call ahead to inform us.” A US official responded that the intervention was intended to curb disorderly fluctuations in the yen and maintain global financial market stability, and was not targeted at any particular country.3. Sources also pointed out that the planned increase of long-term bond repurchases by Besent has caused concerns at the European Central Bank, as it indicates that the US government is willing to take unconventional measures to control borrowing costs. Some officials worry the US government may further pressure the Federal Reserve to start buying bonds, which could trigger market turmoil well beyond the United States.4. Some sources are concerned that political interference may ultimately affect the dollar liquidity swap lines provided by the Federal Reserve to major central banks worldwide. One source stated that Trump might only need to say, “they’re taking advantage of us,” and these currency swap arrangements could disappear overnight. However, there are currently no signs that these safeguards are at risk; these swap arrangements are authorized by the FOMC and managed entirely by the Federal Reserve.5. Sources said Federal Reserve Chair Walsh visited Europe just over a month after taking office, building good relationships with local officials and leaving an overall positive impression.
